The Forem is launching ELAN, a new tool for job seekers, individuals, and certain organizations, which will replace the ALE system starting January 1, 2027, with services available from January 4.

After 30 years, the Local Employment Agencies (ALE) are transforming into ELAN (Expérience Locale d'Activation vers un Nouvel emploi). This evolution is part of the reform of the employment pathway and the creation of Employment Spaces. Previously known internally as « PHL », the new name aims to reflect the reform's ambitions.
The ELAN initiative aims to encourage job seekers' mobilization, develop their professional and behavioral skills, assist them in building their career project, strengthen their social inclusion, and prepare them for employment. Experience gained through concrete activities will enrich their socio-professional integration path. Services will be available from January 4, 2027.
The core principles of ALE are maintained: ELAN will allow individuals distant from employment to undertake occasional tasks within a legal, secure, and non-competitive framework. The proposed activities will remain largely the same, including administrative assistance, personal support, childcare outside school hours, small gardening and DIY tasks, public space cleaning, road safety actions, logistical support, post-major incident support, and seasonal agricultural and horticultural work.
From 2027, the complete management of the system will be taken over by Le Forem, integrating ELAN services into the Employment Spaces and regional directorates. A new role of ELAN Collaborator will be created for implementation and management, supported by territorial referents.
Services will be more broadly accessible to public services, in addition to individuals, educational institutions, agricultural and associative sectors, and local authorities. Residents of Lincent will need to contact the ELAN service located at Place des Déportés et Réfractaires 1, 4280 Hannut. Registration will be free, with the service rate set at €8 per hour, increasing the allowance paid to the provider from €4.10 to €6 per hour.
For providers, beyond the increased allowances, services will be limited to six months (renewable under certain conditions) with a volume of 315 hours, except for activities in educational institutions where the duration can extend up to seven years. Management will be fully digitized via the Forem website, replacing 'checks' with 'service credits'.
